Due to the rising number of cases of COVID-19 in Arkansas and the public health emergency declared by the United States and the State of Arkansas, please be advised of the following effective immediately for Madison County:

Madison County Courthouse

Due to the continued rise in COVID-19 cases, hospitalizations, and deaths in Northwest Arkansas, the Madison County Courthouse will remain closed to the public indefinitely.  The public will need to continue conducting all business transactions with the county by telephone, fax, e-mail, online, or other alternative method.  Please contact the appropriate office to determine the best method of conducting your business.

Tax assessments may be made by calling the Tax Assessor's Office at (479) 738-2325, or online by visiting from your computer or mobile device.  

Tax payments made be made by one of the following:

1.  Drop Box: located on the north side (main entrance) of the Courthouse.  Check or money order only.  NO CASH please.  Please list your phone number on your check or money order.

2.  Mail:  Madison County Tax Collector, PO Box 1288, Huntsville, AR 72740.

Marriage Licenses are issued curbside by appointment only.  Please call the County Clerk's office at (479) 738-2747 to schedule an appointment.  

Court Appearances and Hearings will continue to be held via teleconference, video conference, or other available alternative means.

Madison County Quorum Court (Monday, June 15, 2020 at 6:00 pm)

The Madison County Quorum Court will meet on Monday, June 15th, at 6:00 pm via teleconference due to the COVID-19 public health emergency and the continuing rise in positive cases in Madison County and Northwest Arkansas. Members of the public who wish to participate in the meeting should contact the Madison County Clerk's Office at (479) 738-2747 for the teleconference number and instructions.

Northwest Arkansas Food Bank Pop-Up Mobile Pantry

The Northwest Arkansas Food Bank will have another Pop-Up Mobile Food Pantry at the Madison County Courthouse Overflow Parking Lot (located on the south side of Church Street behind the Courthouse) on Friday, May 29th, from 10 am- noon or until food runs out.  The Pop-Up Pantry is sponsored by Ducommun Incorporated.

Free Community Wide COVID-19 Screening Tests

Boston Mountain Rural Health Center, Inc. will be offering free drive-thru COVID-19 tests every Tuesday beginning on May 19 and continuing through June 23 from 9:00 am to 4:00 pm at the Courthouse Overflow Parking Lot (located on Church Street across from ARVEST Bank).  No appointment is necessary.  A free boxed lunch will also be provided.  For more information, call 479-738-5500.  

The Madison County Medical Group received a Blue & You grant to offer free COVID-19 testing and antibody testing to anyone who wants a test.  Call 479-738-1700 to schedule an appointment.  They can also come to businesses for onsite testing.  Please contact Nancy

Madison County Quorum Court (Monday, May 18, 2020 at 6:00 pm)

Madison County Solid Waste & Recycling Center 

The Madison County Recycling Center will begin purchasing metals again on May 12th.  

The Self-Service Recycling area (cardboard, plastics, glass, etc.) will open again on May 19th.  The Center will also begin accepting select donations of items on May 19th. 

All customers will be required to wear a mask or other face covering and maintain 6' social distancing while in the Center.  NO GLOVES WILL BE ALLOWED!  However, a wash station and hand sanitizer will be provided to all customers to use as necessary.     

Due to the current lack of staff and volunteers, the center will not be accepting any blue bags for recycling at this time. 

The Center will be closed on Saturday, May 23rd, for the Memorial Day Holiday.

Madison County Assessor's Office (New - Online Assessments!)

Tired of the busy signal?  Due to the current high volume of vehicle assessments over the phone, the Madison County Assessor's Office is now offering online vehicle assessments.  Please visit: from your computer or mobile device and click on the Arkansas - Individual Property tab.  Enter Madison County, your Last Name, Zip Code and Mailing Address Number in the search fields.  Click Look Up and follow the instructions.  * Individuals with existing assessments may assess or add new vehicles to their assessment through the online portal.  Online assessments will be approved by the Assessor's office within 2-3 business days.  For more information call:  (479) 521-5607, Extension 2.

Northwest Arkansas Food Bank Pop-Up Mobile Pantry

Madison County Quorum Court Meeting (Monday, April 20th at 6:00 pm)

The Madison County Quorum Court will meet on Monday, April 20th, at 6:00 pm at the Madison County Courthouse.  Due to the COVID-19 public health emergency, the following protocol will be in place for the meeting.  This protocol will apply to everyone entering the building, including members of the general public who wish to attend.

1.  All attendees will be required to enter through the front door of the Courthouse (north entrance).  

2.  If a line forms outside, please keep at least a 6' distance between persons in line. 

3.  All attendees are required to wear a cloth mask or other appropriate face covering while inside the building per CDC guidelines.  

4.  All attendees are required to have their temperature taken as they enter the building.  If an attendee's temperature is 100.4 degrees or above, the attendee will be denied access to the building. 

5.  Seating in the courtroom will be marked in accordance with social distancing guidelines.  All attendees will be required to sit in a marked seat.

6.  Once the meeting is adjourned, attendees must immediately exit the building.

Madison County Public Libraries

Please be advised of the following effective immediately:

Due to the progression of the COVID-19 pandemic, the Madison County Public Library, the Kingston Community Library and the St. Paul Public Library have discontinued curbside pick up service.  The book drops have also been closed.  During this time, due dates for items have been extended to June 1st.  The situation will be re-evaluated at that time.  The Wi-Fi at all locations will remain accessible from the porches and parking lots.  Patrons using the porch to access Wi-Fi are asked to practice social distancing.  Librarians can still be reached via phone, e-mail or Facebook.

Madison County Solid Waste & Recycling Center

Please be advised of the following effective 4/1/2020:

The Clifty Convenience Center will be closed until further notice.
The Kingston Convenience Center will be open on Saturdays only until further notice.
The South County Convenience Center will continue to be closed until further notice.  

The Madison County Solid Waste & Recycling Center in Huntsville will no longer be purchasing metals due to continued downturns in metal market prices.  

The Madison County Solid Waste & Recycling Center will not be accepting any recyclables until further notice.  Unfortunately, due to a drastic drop in revenue at the Center, we are unable to continue to provide this service at this time.

The resale area of the Center will remain closed.    

Residents may still continue to bring trash and other household hazardous waste items to the Huntsville Center.  The Center will remain open Tuesday - Friday, 8:00 am - 3:45 pm & Saturday 9:00 am - 12.45 pm.  

We apologize for the inconvenience and sincerely hope that this situation will not last long.

Governor Asa Hutchinson has directed the Arkansas Department of Commerce to expedite unemployment benefits to assist Arkansans whose employment status may be impacted by the COVID-19 outbreak.

Madison County Courthouse & County Buildings:

Effective Thursday, March 19, 2020, the Madison County Courthouse and all other county buildings, except the Madison County Solid Waste & Recycling Center, will be closed to the public until further notice.   This encompasses all Courthouse Offices, including Adult Probation & Parole, Juvenile Probation, and the Northwest Arkansas Women's Shelter Outreach Office, the Madison County Sheriff's Office Dispatch Center & Administrative Offices, the Madison County EMS Business Office, the County Road & Bridge Shop, the E-911 Addressing Office, the Department of Emergency Management Office, the Madison County Public Library, the Kingston Community Library, the St. Paul Public Library, the Cooperative Extension Service, and the Madison County Genealogical & Historical Society Office. 

All non-essential county services and certain essential services will now be provided to the public through alternate means, including, but not limited to, telephone, fax, e-mail, online, drop box, curbside delivery, Justice Bridge court teleconferencing system, and other available means.

Madison County Circuit Court:

All court appearances will be limited to essential court proceedings only, which include all criminal initial appearances, requests for an Order of Protection and related hearings, emergency custody hearings in Probate and Domestic Relations cases, Adult Protective Services cases, and mental commitment proceedings.  All civil jury trials will be suspended for at least 45 days.  Default divorces may be taken by affidavit.  If you have a pending criminal or domestic relations court date, contact your attorney for further instructions.


The Arkansas Supreme Court has issued an order suspending all in-person judicial proceedings in all circuit courts in the State of Arkansas beginning Wednesday, March 18, 2020, through Friday, April 3, 2020, subject to the exceptions listed below:

  • Proceedings necessary to protect the constitutional rights of criminal defendants and juveniles, including, but not limited to, criminal initial appearances; probable-cause hearings; speedy trial; cases in which victims are under fourteen years of age; juvenile probable cause hearings; juvenile detention hearings; and hearings on writs of habeas corpus;
  • Proceedings in which civil or criminal jury trials are already in progress as of March 17, 2020;
  • Proceedings pertaining to relief from abuse, including but not limited to, order of protection;
  • Proceedings related to emergency child custody orders;
  • Proceedings related to probable cause, emergency child placement, and ICWA in dependency-neglect proceedings;
  • Proceedings related to petitions for temporary restraining orders or other forms of temporary injunctive relief;
  • Proceedings related to adult protective services and emergency mental health orders;
  • Proceedings for emergency guardianship or conservatorship;
  • Proceedings directly related to the COVID-19 public health emergency;
  • Oral arguments regarding time-sensitive matters; and
  • Other exceptions approved by the Chief Justice of the Arkansas Supreme Court.

The order further encourages all judges and court clerks to utilize all available technologies – including facsimile machines, e-mail, teleconferencing, and video conferencing – to continue handling judicial matters and further limit in-person courtroom appearances. 

If you have an upcoming court date, please contact your attorney for guidance on how and when your case will proceed.  DO NOT ASSUME YOUR COURT APPEARANCE HAS BEEN CANCELLED.  

Madison County Prosecuting Attorney's Office

The Madison County Prosecuting Attorney's office will be conducting business as usual, other than that business with the prosecutor should be addressed by calling his office at (479) 738-1900, rather than visiting in person.  Detailed messages will be returned as soon as possible. 

Payments for hot checks may be made by mailing a money order or cashier's check for the exact amount owed to the office at PO Box 577, Huntsville, AR 72740.

Anyone with an upcoming court date should assume they must appear as scheduled unless you receive official word to the contrary.  Defendants are advised to contact their attorney or check official sources such as this website for any updates.

Madison County Sheriff's Office

With the number of COVID-19 Coronavirus cases increasing, the Madison County Sheriff's Office is continuing to do all we can to help in protecting employees and detainees in preventing cases of COVID-19 in our facility.

In trying to do so, the following changes will be in effect until further notice.

1.  No court commits

2.  No public fingerprinting 

3.  No community service

      A.  If you are in the community service program, you are not expected to come in to work until contacted by the MCSO.

      B.  You will not be penalized during this time, no warrants will be issued.

      C.  Notify MSCO of any changes in your status.

4.  Child exchange cannot be done inside the building, only on camera outside.

5.  Reports will be taken by phone at dispatch center.  To file a report, call 479-738-2320 or 479-738-5610

6.  For copies of police reports or questions, call the Business Office at 479-738-5612 or 479-738-5624

9.  Sex offenders needing to verify address, change info, or register for the first time can do so by filling out the form that is available in the folder outside the business office and putting it in the drop box.  Directions and information are on the form.

10.  Copies of Reports - Fill out a request form located in the folder outside of the business office, along with $10.00 for the copy, and place in the drop box.  The report will be returned as soon as possible.

Our EMS personnel have been trained to provide treatment of the patient that presents with signs and symptoms of COVID-19 and any other virus that we may come in contact with.

With our response to the citizens of Madison County, you will be required to have your temperature checked as you enter our building, regardless of any symptoms or lack thereof you may have.

Madison County Solid Waste & Recycling Center

The Madison County Solid Waste & Recycling Center will be open to the public during the normal business hours of Tuesday - Friday, 8:00 am - 3:45 pm & Saturday 9:00 am - 12:45 pm.  The resale area of the center will be closed.  All other services will be provided at this time.  We ask that customers conduct their business at the center as quickly as possible in order to help minimize the potential spread of the COVID-19 virus.

The South County Convenience Center near St. Paul will be closed until further notice, to safeguard the health of the sole employee who works there.  South County residents may bring their trash and recyclables to the Madison County Solid Waste & Recycling Center in Huntsville. 

The Kingston and Clifty convenience center drop-off locations will remain open during normal hours.   

Madison County Public Libraries (Huntsville, Kingston, & St. Paul):

All libraries in the Carroll and Madison Library System will be closed to the public until further notice.  

All libraries will provide curbside service and reference services via Facebook messenger, email, and telephone during normal operating hours.  Wi-Fi is accessible outside the library buildings.  To place a request for curbside delivery please call, or leave a message via Facebook messenger with the titles you would like to check out.  You will be provided a time to arrive at the library for your delivery.  Please stay in your vehicle.  A staff  member will check out your items and deliver them to you at your assigned time.  All materials coming back into the library will be disinfected.   Library2Go via is always available for downloading eBooks and audio books.  If you have materials to return to your library, please use the outside book drops.  If you would like to renew items, please call, e-mail, or message your library via Facebook.

Department of Emergency Management

The Small Business Administration (SBA) Economic Injury Disaster Loan program may soon be made available to eligible small businesses and private non-profit organizations in Arkansas who have been adversely impacted by the Coronavirus (COVID-19).  These working capital loans of up to $2 million can be used to pay fixed debts, payroll, and other bills that can't be paid because of the disaster's impact.  For more information regarding program eligibility and the application process, please contact the Madison County Department of Emergency Management at (479) 738-7606.
